Mackenzie Roberts

I have joined Sefton Corporate Learning Centre as a Learning and Development Business Partner in May 2026. Prior to this role, following my qualification in Learning and Development in February 2025, I worked as the Complex Care Lead Learning & Development Facilitator in Adult Supported Living services in the North and Midlands.

My experience includes delivering a wide range of training programmes, including First Aid, Restrictive Practice and Restraint, alongside person-centred and trauma-informed approaches to care and support. I am passionate about creating engaging learning opportunities that support professional development.

I also bring a strong background in SEND, Learning Disabilities and Additional Learning Needs, developed through my previous work within Adult Support Living & Further Education and Apprenticeships.

I am excited to begin this new role with Sefton Council and look forward to supporting people through learning, development and continuous improvement across the organisation.

James Foxall

I recently joined the Corporate Learning Centre following an eight-year role as a Hotel General Manager, bringing with me around 15 years of experience within the hospitality industry. My background has involved leading teams, managing day-to-day operations, financial and budget management, health and safety compliance and delivering high standards of customer service in fast-paced environments.

Outside of work I enjoy spending quality time with my daughter, as well as playing football and music in my spare time.

Debbie Walsh

Debbie joined the team in August 2025 bringing with her over 20 years’ experience as a HR professional, predominately within public sector but she has also spent some time in private.

Debbie has supported managers at all levels with people management, HR processes and employee wellbeing, with a strong focus on mental health. Her experience also includes developing e-learning content, creating SharePoint information pages, providing coaching and mentoring, and supporting appraisal systems to enhance learning and performance. As a trained mediator,  she brings additional expertise in conflict resolution.

Debbie is passionate about designing and delivering tailored leadership and management training that builds capability and supports organisational success.

John King

I am really new to Sefton council, having joined on 18th August 2025. Having spent 18 years working for a bank, I decided I needed a change and new challenge. I loved my role as a trainer for Barclays but decided to see if I could use my skills in other areas. I saw the Job role and applied, and luckily for me, I was given a chance to work as a Learning & Development Business Partner. I have always worked in private sector (7 years with RoyalSun Alliance & 18 years with Barclays), so it will take me some time to adjust to public sector work, but I have settled in well thanks to my amazing colleagues.

Outside of work I help run a local junior football club as committee member and coach for the last 15 years. I also enjoy some amateur dramatics.

When I am not working coaching football or rehearsing in tights, I spend time with my wife and 3 children, planning holiday or other family events.

Apprenticeships

The apprenticeship team’s focus is working with departments and managers to identify new apprenticeship opportunities for both newly recruited apprentices and existing staff, whilst continuing to carry out regular reviews to ensure they are up to date with their course work/preparing for their end point assessments and providing pastoral support when needed.

First Aid, Mental Health First Aid and Fire Warden

We continue to deliver the Level 3 accredited Mental Health First Aid (MHFA).  This is a 2 day training course and is for people who wish to:

  • Raise their awareness of the signs and symptoms associated with mental health problems both related to the workplace and in the general public
  • Be able to actively listen and feel confident to have a conversation with individuals suffering potential mental ill-health
  • Be able to assist with policy writing and risk assessments for mental health in the workplace
  • Direct anyone with potential mental health problems to a reliable source of support both internally and externally.

Jonathan Jackson

Jonathan joined the team as a Learning and Development Officer in March 2020. He is responsible for the design and creation of e-Learning solutions and for the development and delivery of Leadership courses.

Jonathan has 33 years’ experience working in a customer centric environment with 21 years’ experience delivering a range of learning and development solutions to adults working in the public and private sectors; to students participating in vocational and leisure courses and to volunteers within a charitable youth organisation.

Having spent 20 years with Sefton, Jonathan transferred to Arvato UK and Ireland, where as part of their UK training team he instigated a Management Development Programme across Arvato’s 4 key UK sites. He developed a range of online content working closely with stakeholders that’s included; Sefton, Slough and Chesterfield Borough Councils; BMW, Renault and the DVLA relating to topics such as GDPR, Compliance, Adult & Child Vulnerability and Anti Money Laundering.

Jonathan is a qualified Adult Tutor with a  City and Guilds 7307 qualification. He also attained a Level 3 Award in First Line Management and a HND in Graphic Design.
